What happened
- JUNE₩690,800 from Jayang-dong to Terminal 2
According to YTN, a tourist from Taiwan booked a ride through the Uber app from Jayang-dong (Gwangjin-gu, east Seoul) to Incheon Airport Terminal 2 and paid ₩690,800, including ₩66,000 listed as tolls. A regular taxi on the same route costs about ₩70,000 with tolls.
- DATA6,481 reports, 3.1% penalized
From 2021 to August 2026, Seoul received 6,481 taxi overcharge reports from foreign tourists. 204 (3.1%) led to an administrative penalty (176 warnings, 26 license suspensions, 2 cancellations). 4,368 (67.4%) were closed by the city without a penalty, most of them as 'other', which the city says includes cases where a violation was hard to confirm.
- REFUNDSeoul can't refund your fare
The city says it has no power to refund taxi fares. A report can lead to a penalty for the driver, so your proof is what counts.

How it works: before you ride
- 1Use the official taxi stand
Follow the Taxi signs at arrivals and take the taxi at the stand, not from someone who approaches you inside the terminal (our tip).
- 2Check the meter is running
It should show the base fare (₩4,800 by day for a regular taxi) when you set off.
- 3Snap the license plate
A photo of the plate (and the taxi's ID card if you can see it) is your proof if you report later.
- 4Pay by card and get the receipt
A card payment leaves a record (our tip). Seoul announced English on taxi receipts in January 2026; ask for the receipt every time.
Overcharged? Report it
- QRScan the report sticker in the taxi
Seoul runs a multilingual QR report system, and report stickers are in about 71,000 Seoul taxis.
- 120Call Seoul's 120 helpline
Dial 120 in Seoul, or 02-120 from outside Seoul.
- PROOFWhat to send
Receipt or card record, plate photo, date and time, pickup and drop-off points, and the app booking screen if you booked through an app.

Local tips
- Our tip: before you land, check which zone your hotel's district is in. If the International Taxi flat fare is close to your meter estimate, the fixed price removes the guesswork.
- Our tip: a fare far above ₩100,000 for a regular taxi to Seoul in the daytime is a red flag. Ask for the receipt and take a photo of the plate.
- Fares, surcharges and tolls can change; the meter, the official fare page and the receipt have the final word.
